Regulation 522-06 requires the formation of emergency brigades (first aid, firefighting, evacuation), especially where the workplace has more than 15 workers. The number of trained brigade members is proportionate to headcount and risk, with brigade formation triggered by that threshold rather than a single fixed first-aider-per-worker ratio.
